Probably a secondary fuel tank. Those old/original style choppers normally had that bitty peanut tank, so it was common to fabricate a bigger tank mounted on the sissybar for a more useful range. Often the tank looked like a tombstone. This one looks like an old coffee machine.
On expanding the photo, you can see the fuel hoses running down to the frame and forward to the tank.
Choppers like this were originally designed to be comfortable while cruising the highways between cities in the northeast part of the nation.

That "Leave it to Beaver" comment reminds me of the joke where Ward is very confused after he gets home to see that his young son has his head shaved. Then he tells June, "I asked you to shave your beaver!!!"
