Actually, almost all countries outside sub-Saharan Africa have below replacement fertility. Some parts of Europe, especially parts of Spain, Italy, and Germany are significantly depopulated, with abandoned villages occupied by wild animals, wolves in Germany.
I'd love to see your source reference. My wife is from Andalucia Spain, which we visit every other year. We travel extensively around the southern portion of Spain while there visiting friends and relatives, and have not encountered any significant population reduction, nor animal habitation.
