And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.
Did a little bit of sleuthing. Apparently what you are seeing there is only a portion of the support wall that originally existed, long ago. The support wall that you see in this picture had originally extended in both directions from the building and the top of it acted like a sidewalk. As a 'Security' structure, it would make sense that a ladder would be lowered from a trapdoor for entry and then pulled back up after use.
