I haven't seen this in DECADES, but I would recognize it anywhere. It was an ole "Our Gang" (a.k.a. "Little Rascals") film. Spanky and the gang took over a trolley car and mounted the boxing glove at the end of an extendable arm. I remember laughing my little ass off at the time, so much that my sides ached.
I heard somewhere (no idea if true, but it sounds plausible) that Bill Cosby bought the rights to all the Out Gang films, and deep sixed them, because ray ciss or something.
