we build flat decks with catapults because we build heavy multimission aircraft that have all the bells and whistles in them. if the Navy had only Harriers/V-STOLs and helios, we would have small decks and ramps and much smaller power projection. a lot to be said for 1000' of sovereign territory in the bad guys back yard.
