I see this a lot on comment threads about submarines. If by "we've", you mean US submarines, you would be wrong.
First of all, when the boat submerges, the sail is a free-flood area. That is, it fills with water. Those windows are normally plexiglass and the area behind them is usually manned by a phone talker, but only during surface transits. Modern US submarines no longer have the windows in the sail, but the older US boomers - The "41 for freedom" boats - all had one row of windows near the top. The earliest ones - The five George Washington class (SSBN 598 - 602 - had two rows.
The French make their own subs and missiles. The Brits rent subs from us. All in all, the French military is substantially better than the Brits, and maybe on a par with US.
A Gravelot in French is a small bird that can be found in coastal areas. In this case the tug boat is indeed "appropriately" named. Grave lot is funny though.
