One of the enduring problems of American civil engineering is the inability to do high quality concrete pours, that and surface drainage.
I'm guessing Cali from the palm trees, but what kind of architecture, or neighborhood, requires a large, what appears to be solid but may just be a wall of some kind, concrete structure on a corner?
