And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.

Gravity would immediately jerk that down to the surface
Science fiction requires an imagination and patience, it takes awhile for reality to catch up with the writers imagination. We now have rocket ships that land on their tails and are reused!
In an orbit it would act the same as the space station - so yes, gravity is not the issue. What is an issue is the constant atmospheric drag that causes orbital decay and must be countered with thrusters.
High slip fees keeps it afloat.
