And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.
Navy ships, especially subs, hit marine life a LOT. Damage like this is routine. I was stationed aboard the USS Simon Lake, a submarine tender, and we saw subs come in with hull damage more times than not.

That's the Japanese Soryu, after it collided with the freighter Ocean Artemis, while coming to periscope depth.

The paperwork involved must be ridiculous. And the bill from the body shop astronomical.
