  2. Not reactors - these are instruments designed to sense (detect) a particular flavor and behavior of neutrinos. Installed near some operating reactors in China because theory says there should be more of them there. Previously performed in Arizona near their three reactors - https://arxiv.org/abs/hep-ex/0107009 - presumably this is an expanded and 'better' measurement.

    Reactors are buttoned up and look quite different. Lots more complexity, and not operated in this close of proximity. Yet anyway - see recently approved NuScale Power designs.

  3. April Fool's Prank:
    Gin up some dummies of that, run some underwater lights inside, power them up, and then call the authorities to report an unlicensed nuclear plant in your @$$hole neighbor's backyard.

    Pop some popcorn, and lay in a supply of beverages.
