    This picture somehow looks as if it was taken in Germany in the Fifties.
    The 'device' is a pram or stroller; also known as "Kinderwagen" (= childrens cart). It was definitely only for babies or very young kids; the dog and the older children had to walk. Yes, tough times, I know.

      Then 'der Kinderwagen' would have been a right-hand drive. So my strong guess is Germany. ;-)

    1. Yeah, I was thinking, "that's not a happy woman!" When I was over there in the service I might have been able to fix that for her. Temporarily anyway.
