That wall just doesn't look thick enough to be holding back that much water.
That was my first thought as well. Something isn't right with the photo.
Pretty sure this is the “before” picture.
You can't tell how "thick" it is. I'm an engineer and I'd like to see a cross section through that "wall". Like most gravity dams it is probably thicker at the bottom.
I remember seeing a seawall (actually a riverwall) in Portland increased in height with plywood in the winter of '96. Near the surface the pressure is actually quite low.
Pressure increases with depth, thicker at bottom tapering toward top.
