The vessel GEORGIY USHAKOV is a LNG Tanker built in 2019 and currently sailing under the flag of Bahamas.
It has nothing to do with a vessel being shady or not. It has everything to do with taxes and regulations. Most cruise ships have Bahamas or Panama flags.
Probably on it's way to drag an anchor across a communications cable or two.

Why is it that all shady vessels fly under a Central American or Caribbean flag?
