The only way you're getting a photo of Monaco from 200km (120 miles) away is if you're overhead, or flying at 10,000' high above Corsica.
That photo shows a perspective from far closer to sea level, so it was shot from no farther than a few miles away. (10' elevation gets you 4 miles, 100 feet lets you see 12 miles).
You could look it up. http://www.ringbell.co.uk/info/hdist.htm Max distance from the highest point on Corsica (Monte Cinto, 8878' high) that can be seen is 185.8 km. So even from that peak, Monaco would be 15km (5 miles) beyond visual range. QED
