And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.

Apparently the French have submarines. Or would that be "Sous-Mare?"
The French Navy operates a total of nine nuclear-powered submarines: five nuclear attack submarines (SSNs) and four nuclear ballistic missile submarines (SSBNs). DaleC (USN, Ret., submarine officer)
France has generally had good quality military equipment historically and the French soldier has been brave and willing. Where France has historically failed militarily has been in their overall strategy and the fickle nature of French politicians.
