  2. Not sure I want to find out. Went to the Empire State building deck back in 1962, it was very windy and I literally started feeling seasick, swayed 1 to 2 ft I was told (just a kid back then). That has to flex more.

  3. I read somewhere there's a 800 ton balance weight? of some kind that acts as a damper at the top floor. If my memory is any good, cause it is good, just kinda short sometimes.

    1. it delays and shorten the lateral move.
      Solid concrete block on rolls, 2 or more layers ... and attached to the steel frame by big springs.
