When they're loaded onto a pylon like that the little wings are swung back along the fuselage to deploy after launch. They're folded tight along the body and when there's a good wind across them they thrum against the missile body. Makes a pretty good noise. I've had skycops that guarded them cocked on alert tell me that they called the sound the "Song of the ALCMs".
When it absolutely, positively has to be destroyed overnight, when you really want to reach out and touch someone, who you gonna call ?
