The President has notified Congress that he's invoking the Balanced Budget and Emergency Deficit Control Act of 1985.

In accordance with section 7058(d) of division K of the Consolidated Appropriations Act, 2018 (H.R. 1625; the “Act”), I hereby designate as an emergency requirement all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, for the accounts referenced in section 7058(d).
The details of this action are set forth in the enclosed memorandum from the Director of the Office of Management and Budget.
Sincerely,
DONALD J. TRUMP

You've been notified!

So what?
By making these declarations President Trump has just communicated that he has the authority to NOT spend any funds he doesn't deem necessary and will return them to the US Treasury. So, funds for Planned Parenthood? He can simply not allocate the funds.
Also, these declarations make some funds fungible. For instance if he determines that building a Wall on the Southern Border is a defense against Human Trafficking? He can move funds from anywhere else in the Defense Dept Allocation & simply build the Wall.
The Omnibus spending bill is not a budget, which would require the president to spend the money as prescribed in said budget. Rather, this bill only puts forth guidelines on how to spend it. This is the same thing congress did with 0bama for 8 years. And for 8 years, 0bama signed the bill then threw away the “guidelines” and spent the money how he saw fit. By invoking these clauses, Trump has done the same thing.

Washington hasn’t seen someone like this. Trump plays their game and he does it better than the professional politicians.

The tears of Nancy Pelosi and Chuck Schumer are sweet indeed.

  1. So he did exactly what Obama did. EXCEPT he signed an anti gun law. How exactly does that make him "our guy"? Trump is the government. Government is the enemy.

    1. The "Fix NICS" crap was included in the Omnibus Bill. Trump doesn't have a line-item veto, so it's all or nothing. I'm not happy about it either, but it's not as bad as some are making out.

    3. Did you not understand that he can do...or NOT do anything he wants with that Bill! I don't doubt for a second that he told them anything they wanted to hear to get the thing to pass. Remember the art of the deal! Don't sell him short just yet! ...and you know what, there may be some things that he can't make happen, but I am willing to give him the benefit of the doubt for all of his effort so far.

  3. I want to see how it works out in practice. If he starts building a big, beautiful wall, heads will explode...and that's a good thing.

  4. Like Anon and LL point out, it appears he's setting things up for some controlled spending, but we will have to wait and see how this turns out in practice. It's certainly a good sign, however.

  7. That's a good, concise wrapup! Well done.

Back when I was a little kid, cowboy shows were "the thing" on TV. I remember being shocked, shocked! when I discovered that sometimes Bad Guys wore White Hats and pretended to be Good Guys. In one show, everybody thought Roy Rogers was the Bad Guy, because the real Bad Guys set it up to look like that; you'll be relieved to discover that Roy Rogers won in the end, and everyone who'd thought he had turned bad had egg on their faces, and Roy had the last laugh as they were carted off to jail!

Real life is like that too. Lots of Black Hats in Washington! Don't give up the ship, our POTUS may yet have some tricks up his sleeve. "Don't throw me into that briar patch, Brer Ryan!"

Very good tweet series from Thomas Wictor, who isn't often (if ever) wrong:

  8. I remember the Marine Commandant telling Congress that he had reprogrammed every dollar he could to spend on warfighting as we embarked on war with Iraq. Marines have more fun. For sure they have better leaders.

  9. i pray for the safety of our president and his family and all the non-traitors in this country.
the fifth column, at work here at least since the 30's, has metastasized exponentially.
only God can save us and i believe He sent us this president 'for such a time as this'.
pray about everything and God will help us.
if this republic dies it is probable that another one will not be seen on the earth.
disease and slavery and all manner of evil will become the norm, as has been most places. this country, though not perfect, has been the exception.

  10. here is what happens when society reaches its tipping point from one direction to another. when the liberal scum begin to successfully teach your children to hate everything that has made it safe in this country to raise children(the real goal of any civilization) then the tipping point is past. where are we on the line: before or past the fulcrum of the tipping point?
