And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.

A little bit of steampunk :) Steam-engine machine of the Fire Department of the City of New York, 1890s
Not the 90's but late aughts. Probably '08 or '09 vintage and pic is from 1915. In '08 the most advanced car in the world was the Cadillac that would go on to win the Dewar Trophy. By 1915 it was the Peugeot GP car. The tech on that car would no become common place until 60 years later.
Chains to hold the tire onto the rim? (it's not winter) Right hand drive? A proper steam design can get pressure, and drive, in less than a minute. No idea about this particular system.
It is is all likely-hood a gasoline powered truck with a steam firefighting device mounted. I don't know how the boiler was actually used to fight fires, but they were in use when they were horse-drawn. Steam powered inductor??
