And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.
There's some artistic license there. That said, maybe the artist is contrasting Bishop Rings (2,000km diameter) with Banks Orbitals (1,000,000km diameter) with the Ringworld (2 Astronomical Units diameter).
Bishop rings are actually doable given current tech, especially if one doesn't insist on a full 2,000km diameter. I'd be content with 500km diameter and 200km axial length (314,000km^2 interior surface area).
Nice art, but these ringworlds need to surround a central star and I am not seeing it.

PS: Only the Ringworld requires a central star. The others can use alternate lighting arrangements.
