Built before they had wide tires for cars and trucks. The dual tires are for more traction. That is probably a truck rear axle assembly. Knew a guy who built a car for the Indy 500, that ran a truck axle for that reason. Broke an axle shaft, and launched a tire pair into the spectators, killing some of them.
