And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.
I have one of those by my office. The water line, fire hydrant, and utility poles are just on the right-of-way side of the boundary between the right-of-way and private property. The new sidewalk built by the new business next door as mandated by more recent city building codes, is also just on the R-O-W side of the boundary. Where the sidewalk meets the utility poles they just poured concrete around the poles (so yes the pole is right in the middle of the sidewalk), but where it meets the hydrant the sidewalk takes a 30 degree zig into the right-of-way. I'm not a civil engineer, so I don't know why they didn't just build the sidewalk to the R-O-W side of the poles and hydrants to begin with.
