The water line, fire hydrant, and utility poles are just on the right-of-way side of the boundary between the right-of-way and private property. The new sidewalk built by the new business next door as mandated by more recent city building codes, is also just on the R-O-W side of the boundary. Where the sidewalk meets the utility poles they just poured concrete around the poles (so yes the pole is right in the middle of the sidewalk), but where it meets the hydrant the sidewalk takes a 30 degree zig into the right-of-way.
