And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.

Kaiser Wilhelm II and King George V in 1913
Fun fact the Czar of Russia the king of England and the Kaiser of Germany are first cousins through their maternal grandmother Queen Victoria.
This is what makes me laugh when people say "We'll never go to war with China because we are such huge economic partners". These leaders were straight up close blood relations.
And Germany and France were each others greatest trading partners prior to WWI. In this pic King George is wearing a German uniform perhaps because he had German estates inherited from his grandfather Prince Albert.
This appears to be one of the times when Willi swapped uniforms with a cousin. Wilhelm was clean shaven except for his upward pointed mustache, while Nicholas II had a full beard.
There are also some where Wilhelm is in a British naval uniform and George V is in a German naval one

George changed the family name, from the German Saxe-Coburg and Gotha to the more politically-correct English Windsor in 1917.

Tsar Nicholas II was also a first cousin to both the Kaiser and George V. The First World War was truly a family affair.

I believe back then, it was the custom for the visiting Head of State to wear a military uniform of the host country.
