  2. The term for that is a "thump mat"
    most of these "decretive"items have a practical use.
    In this case this mat keeps the block from beating up the deck and pad eye when there is slack in the line.
    the art of marline spike seamanship allows common line to become a thing of beauty.
    And yes I was a sailor in the USCG.
