And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.

Or a 2" piece of plate steel and a rubber sheet. The just have have issue a boil-water warning, and send in a diver. There's no reason that this should have continued to piss for more than a day.
In Navy boot camp we were told to use a wedge of wood and a sledge hammer to stop leaks like that until they could be fixed right.
