I with others use to dig those up to use as bait to catch Barred Perch. The price for the fish was $1.35/lb whole (not gilled or gutted). I usually caught up to 60 lbs although others caught 100 lbs or more. Not bad for a few hours of surf casting from the beach.
The rest of the story is SoCal restaurants had a demand for the fish but the fish could only be legally caught north of there.
