No, that was a compromise between the states to get the Constitution ratified. The southern states wanted slaves to be counted 100% for population in order to get more votes in the House of Representatives and the Electoral College. Seeing as how they weren't citizens and had no rights to speak of, many in the North didn't want slaves to count at all for purposes of apportioning Representatives and Electors. They had to compromise. NO ONE was so idiotic as to believe they were only 3/5 human, but apparently some of us have devolved from our ancestors of 236 years ago. You wouldn't be one of the Whitakers from Odd, West Virginia, would you?
