And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? California water resources have been traditionally very poorly managed but what has happened over the past two years is criminal malfeasance on a massive scale. Oroville was at 98% of capacity and 118% of its historical average in June 2019 and nine out of twelve of the other major reservoirs in the state were at 92% capacity or better. What should have been a 7 year supply has been wasted. This is a carefully manufactured water emergency and the State Water Board should be in prison. The human cost alone demands it but the financial cost can't even be calculated yet.

Far be it from me to defend California policy makers but the problem here isn't the state, it's the U.S. Forest Service. FedGuv owns 46% of the land in California. The state owns very little forested lands other than parks and a few research forests that are run by the U.C. system, and they are actually managed better than the federal forests are.
Elmo, the EPA and the CA legislature have essentially outlawed logging. And since we do very little logging, the forests are heavily fueled, ergo, forest fires. They’d rather seem ‘em burn than logged.

You are correct. And I would add that in March of 2019, while the reservoirs were full, the snowpack was at 150% of historical average.
