I believe that is laser engraved, which allows much finer detail than carving steel with super sharp gravers tools. Engraving of guns is usually done prior to the heat treating of the action when the steel is soft. With laser engraving an old plain gun can be transformed into a work of art without having to anneal the steel beforehand and re-temper it afterwards.
