When I was a kid, we had something called a Tote Gote. Basically a 5 HP Briggs & Stratton engine, a centrifugal clutch with an appropriate speed reduction chain drive. Top speed was maybe 15-20 mph, but it climbed very readily. It was good for getting you and a deer back to your truck.
Shock absorbers on the front forks? My 5 hp mini bike of the 70's had two sprockets. One for trail ridding (top speed about 40) and another for severe off road (top speed about 25). I ran the off road. I wore the engine out on that thing.
