Excessive force would be using a weapon on him when he is neither posing a threat nor holding a weapon. Tackling a runner is well within the scope of reasonable force.
And besides, a nice hard tackle can certainly help with the reeducation of someone who doesn't think the law applies to them.

Great job from that officer. Too often in these situations officers reach for the gun. That guy is bruised but alive. Take him to jail, place him in front of a judge and let him get his justice.
