    1. One flag (stern I believe) for the country it's flagged in and the other for where they are.

    2. You are right.
      Flag at the starboard side of the mast is a courtesy flag. It indicates that the ship has cleared customs at the country they are visiting. The flag at the stern if represents the country where the boat is registered.
      More often than not the courtesy flag is also very small. In this case they chose to fly a relatively big flag
