Must be a reloader. Why bother to pick up brass at the range when you can just pick it out of your boots when you get home to your reloading equipment?
I can't comment on whether the person wearing these boots is a reloader, but someone at the range is. I reload too, and after I've checked my rounds for size and weight, I mark the brass with a Sharpie just as someone has done here.
