An extremely rare body style, the rear passenger compartment has its own windshield (folded down in the pic) and is separated from the driver's compartment. Al, partition window retracts into the bulkhead. Dual cowls allowed the rear seat passengers to imbibe with out breaking the driving while drinking laws. And you are correct on the rad cap. It is very rare.
Replying to myself, upon closer examination, that dula cowl looks like the windscreen does indeed fold down. I wonder who made the body as I've seen them both ways?
To the best of my knowledge Packard cooperated with Derham, Fleetwood and Brewster but you could also buy a Packard running chassis and have it sent to any coach builder you wanted. Al_in_Ottawa
