The big water years here in California occur about a decade apart. In 1986, the skill level of the water managers was clearly different than it is today.
No problems with Oroville then, when even more water came down their river system than today. It was a close call in Sacramento, however. I saw the levees through town then, and several were severely eroded. It was a good thing it stopped raining when it did.
