Although they do indeed look like running boards, it seems more likely that they are a way to expand a flat underbody for aero purposes. Without seeing the rear end to see a diffusor, it’s hard to know.
It's an Aston Martin concept car; a street-legal version of the Vulcan (an 800+ HP all carbon fiber track-only car of which only 24 were produced back in 2015-16. For the lucky 24 that got to buy one, the price was USD $2.3 million.).
