The U.S. Census Bureau determines poverty status by using a formula originally developed by Mollie Orshansky in 1963–1964:
Official Poverty Level = 3 * cost of 1963 economy food plan * CPI-U
If a family's Pre-Tax Cash Income falls below this threshold, every member of that family is officially considered in poverty.
The formula assumes the other 2/3rds of a person's income is enough to comfortably cover all other expenses. A lot of these people are still structurally poor, they have zero discretionary income because it was swallowed up by housing costs.
Supplemental Poverty Measure (SPM), which actually does look at housing costs and taxes, is significantly higher at 13.1%. The highest in recent years and about to get a lot worse because of fuel costs. Old people will probably die this winter from lack of heat because of Donald's war. In the "greatest country on earth."

Take all the professional department heads - people with decades of experience and expertise - fire them for reporting numbers that you don't like, replace them with TV celebrities and other unqualified candidates who parrot nonsense for the right price, and then use their new doctored-up numbers as proof of how wonderful things are. Sure, believable.
Because the death rate is up!
