So, why not clean up the disease ridden, drug taking vagrants? That's the job the city was hired by the voters to do, and then you don't need the Snap Crap app on your phone.
There used to be a day, not that long ago, when San Fran was a clean, bright city. What happened was progressive/regressive politicians, who then did what they always do - wreck everything while smugly telling everyone how moral and awesome they are.
That's the silicone valley for you. They can't pick up sh*t, but they can write a program for a Smart Phone that tells somebody else all about it.
