And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? Steampunk is a literary and aesthetic genre. Generally science fiction with a Victorian Era background. Lots of brass, rivets, gears, electrical sparks, goggles, leather, lace, etc. _Frankenstein_ is an example, though it wouldn't've been recognized as such at the time.
A web image search (doesn't have to be Google) for the word "steampunk" will give you a sense for it.
I don't think that's a real bike or at least not an actual production one. It's somebody's art project. It's obviously a modern bike (that blue led) diddled up in copper and bronze plating. Me? I don't care for it.
Steam powered machines are the primary energy source in a baroque, Victorian future. The best recent movie of the genre is "Mortal Engines", an expensive box office flop, but beautiful visuals full of Steampunk design.
