And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.

Hmmmm.
Can't have a can in Kalifornia. The politicians don't trust us.
If you want a true sniper rifle in 30 caliber, the .338 Lapua is a very good choice because of its longer range than the venerable .308. I shoot .308 instead of .338 because of the reduced cost and availability of ammunition (in a crisis).
Better depends on environment. In open country .308 will reach farther and hit harder. But you can't make it very quiet even with a can, less of a problem at distance. In urban environs .300 blk with a 220grain bullet loaded for subsonic velocity can be VERY effective inside 200 yards and with a good can is no louder than a bb gun.
