And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.
I think what anon means is the hat does not go on the table. Just like no elbows on the table. It's about etiquette. Cowboys follow tradition. In this case, table manners. The hat goes on a rack or on the seat.

Ideally you want to hang the hat, but if there isn't a place to hang hats and it has to go on the table, set it on the crown.
