The city of Vallejo, recently bankrupt, has remade itself by ditching  the blue model.  

Formerly, 80% of city finances went to pay for employee compensation.  Now, the city's finances are stable, and a new model of management is responsible.

This is a lesson to the big spenders in Sacramento, which we the voters must make them learn.
