And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.

At least he let the passengers out before attempting that move
Most likely Bolivia, off chance it's Peru. Now rather commonplace to see modern tour buses travel roads not much better than pictured. Some go over the edge. Just last week a modern bus went over with double-digit fatalities.
Reminds me of a trip I took between Pasto to Impiales Colombia in ‘73. We did a couple of slide crossings like that plus a carburetor rebuild/cleaning on a blanket.
He only let out the ones that were sitting on the right side of the bus. Needed the left side passengers to counter balance.
