Example: Not penetrate more than 3/8" mild steel plate at 50 yards because overpenetration represents a safety issue for ranges that have only that thickness of bullet traps.<br /><br />Then use physical testing to determine if the ammunition exceeds that standard.<br /><br />The simple fact is, EVERY bullet will penetrate armor. It is a function of FPS, bullet hardness and thickness/composition of the armor.
